State-level committee removed in Mon State municipal law drafting

The Mon State Hluttaw has removed the State level committee members from the law amending and drafting Mon State Municipal Committee, in order for the township level committee to strengthen its implementation of municipal projects.

The current municipal law is made by township level municipal committee, state level municipal committee and a municipal minister. However, for amending and drafting municipal law, the state level committee has been removed.

“During the last term, the state committee sought funding. If there was any problem, it would help solve it. Township committee has little imagination for implementing work. Therefore, it has begun to question whether to have a state committee or not,” said Dr. Aung Naing Oo, Deputy Speaker of Mon State Hluttaw.

The Deputy Speaker continued that the current state level municipal committee carried out work for the Mawlamyine capital all, and there is no sector for Mawlamyine Township level committee to do.

To receive public opinion and to have public participation in law drafting, the amending and drafting process was posted on Mon State Hluttaw’s Website.

“It included the information about that of the law increases participation and cooperation of the public. Now we can see that they remove the state-level municipal committee, which public can get involved in and cooperate,” said U Maung Maung Zaw Htun, a resident of Mon State’s Mawlamyine Capital, formerly known as Moulmein.

When amending and drafting of municipal law, the township level municipal committee has five members from the public, one member from the township general administration department, and one member from the rural administration department.

Mon State municipal law or Mon State development law was first passed in 2012 by the last State Hluttaw, but the law was then amended in 2013 and 2015 respectively. This amended and drafted law will then be discussed and approved in December at the upcoming Hluttaw conference.
