Draft Mon State Revolutionary Charter Continues to Take Shape

A draft of the Mon State Revolutionary Charter, which is being developed through cooperation between Mon revolutionary armed organizations and political groups, is expected to emerge in the near future, according to members of the Mon political community.

Following the Mon Revolutionary Forum, held from March 9–11, 2026 and jointly led by the New Mon State Party – Anti-Dictatorship (NMSP-AD) and the Mon State Federal Council (MSFC), efforts began to formulate a charter that could represent Mon State as a whole.

Individuals involved in the drafting process said that some delays have occurred due to ongoing discussions and negotiations, but efforts are continuing to produce a draft charter soon.

The Head of Defense of the Mon State Federal Council stated “As everyone knows, following the Mon Revolutionary Forum, a process of drafting a charter has begun as a follow-up step toward establishing a leadership body capable of representing Mon State. We will be able to speak more concretely about this once the charter drafting process is completed.”

Members of the Mon political community believe the charter may include provisions necessary for building a federal political structure based on the entirety of Mon State.

A participant in the drafting process told IMNA that once a draft charter is completed by the Mon revolutionary and political organizations, it will be presented to the public for review.

A paper from the Center for Rāmaññadesa Studies (CRS), which conducts comprehensive studies on the Rāmañña region, urges that at the stage of charter ratification, the final decision should be made only by Mon people or citizens who genuinely seek the welfare of the Mon people. 

The paper also warns that if decisions are made by external influential actors rather than the Mon people themselves, the process could deviate from federal democratic principles. It further recommends the establishment of a Charter Tribunal or Charter Court.

A Mon political analyst told IMNA that the Mon Revolutionary Forum held in March 2026 could become a significant turning point in Mon politics.

“Since the charter is still being drafted, it is difficult to say exactly what it will contain. However, it serves as a preparatory step toward the emergence of a federal union. I also believe it could bring about positive changes in the Mon political landscape.”

According to information released after the Mon Revolutionary Forum held during the second week of March, the Mon State Revolutionary Charter is expected to be drafted over a period of three to six months, based on the common positions and shared understandings reached during the forum.
