Seven EAO Alliance Endorses Federal Democratic Transition Plan

According to spokesperson Colonel Saw Kyaw Nyunt, the Seven Ethnic Armed Organizational (EAO) Alliance, and who are signatories to the nationwide ceasefire agreement, have officially adopted a federal democratic transition plan.

The plan was adopted following a two-day leadership meeting of the Seven EAO Alliance, held from April 29th to 30th, 2025.

Colonel Saw Kyaw Nyunt stated, “Over the past two days, the main focus of our discussions has been on this issue. Alongside our deliberations, we have been able to establish forward-looking processes that are in line with the current political context. To summarise, during these two days, we have developed forward-looking processes that have never been implemented within our organisation before. We refer to this as the Federal Democracy Transformation Program, which consists of five stages. However, we do not yet have a clear roadmap for the program. The reason for this is that, to overcome the conflicts and challenges currently unfolding across the country, even with our seven-member group, it is practically unfeasible.”

The federal democratic transition plan includes,

1.  A commitment to a nationwide ceasefire without imposing any preconditions on relevant stakeholders.

2.  Initiating dialogue to build a Federal Democratic Union.

3.  Establishing a transitional federal democratic government. 

4.  Drafting a constitution to form a Federal Democratic Union.

5. Holding elections under the ratified federal constitution.

Since the military coup in 2021, armed conflicts have erupted across the country, leading to a severe deterioration in Myanmar’s political, economic, education, and healthcare sectors.

Colonel Saw Kyaw Nyunt further emphasised that the political crises can only be resolved through political dialogue and negotiations.

Colonel Saw Kyaw Nyunt explained, “The military framework is expansive, whereas the political framework is narrow. The political framework will eventually broaden. However, if we aim to narrow the military framework, it is extremely challenging for any individual or group to break free under the current practical conditions in the country. Nevertheless, we all understand that the challenges we face are fundamentally political issues. These political issues must be resolved through political dialogue, and this is a shared understanding among all of us.”

The Seven EAO Alliance is working to establish connections and collaborate with international organisations to support the people who are facing armed conflicts and natural disasters, he added.

Currently, daily battles are ongoing across the country between the military junta and revolutionary forces, resulting in civilian casualties, destruction of homes by fire, and the displacement of local populations seeking safety.

Both the military junta and revolutionary forces have separately stated their intentions to build a future federal democratic union.
