The Mon State Parliament approved the formation of a new Human Resources Ministry on July 2, 2019. The Human Resources Ministry will be combined with the Immigration department to form the Immigration and Human Resources Ministry.
The office will be based out of the old Finance, Immigration, and Population Ministry building.
“The Immigration and Population Ministry was separated [from the finance department]. So, those [departments] are vacant at the finance office. But now, the new ministry with human resources and immigration has been established again,” said U Wunna Kyaw, minister for planning and finance.
Minister U Wunna Kyaw stated that they have not yet announced who would be appointed for the position, but guaranteed it would be a person who worked for the public and served the country.
“It seems like it must begin anew, as it’s being formed when the government term is drawing close to an end. I do not think we have enough time for that. So, whether it works depends on the time. If the time is inadequate, it won’t work. The new minister will have to learn to become an expert in the field, but the [government] term will be completed [while learning on the job],” said Dr. Aung Naing, deputy speaker of Mon State Parliament.
According to a letter from President U Win Myint to the respective state and regional parliaments, the new ministry at respective state and regional parliaments is in accordance with Section 248 (c) (1) of the Constitution.
“At the Immigration Ministry, with another section coming, the work process will become quicker. The government wants to create job opportunities for the migrant people. Also, the government wants to create opportunities for migrants to get citizenship faster. But it is more for creating job opportunities,” said U Min Htin Aung Han, Hluttaw representative from Mon State’s Mawlamyine Township Constituency No. (1).
At the moment, the Mon State Government Group is comprised of 11 ministries with 12 ministers, including the chief minister.
It was reported that the approval by the President U Win Myint of a new ministry of human resources and immigration for Rakhine State was opposed by the Rakhine State Hluttaw [parliament] at its conference on June 26.
