Reported by Aik Sai, The National Socialist Council of Nagaland – Khaplang (NSCN-K) will not sign the nationwide ceasefire agreement (NCA) due to political issues within its group, according to U Kyaw Wan Sein, a central

committee member of the NSCN-K.

“We already discussed the topic with our chairman. The chairman said we aren’t ready to sign the NCA yet. And, there are some political issues in our group. We cannot find a solution for this by just signing the NCA. The government side also cannot solve this problem. So, we decided not to participate in the NCA inking,” said U Kyaw Wan Sein in an interview with IMNA.

However, U Kyaw Wan Sein did not reveal what these political problems are.

The decision was made at the NSCN-K conference held on September 21 at its headquarter, where NSCN-K’s chairman S.S Khaplang and other central committee members were present.

The government has invited 15 ethnic armed groups for NCA signing and including the NSCN-K. However, Myanmar National Democratic Alliance Army – Kokang (MNDAA), Ta’ang National Liberation Army (TNLA) and Arkan Army (AA) were not invited to the NCA inking.

“It is not that we won’t sign the NCA because of not all ethnic armed groups are invited to NCA signing. But every group stands for its objectives. It is not that we will revolt against the Burmese government because we do not sign the NCA. The government itself cannot help solve our problem. So, we will not sign the NCA,” said U Kyaw Wan Sein.

On September 16, at a meeting with the government at Myanmar Peace Center, the government already told the NSCN-K that if the NSCN-K did not participate in NCA signing, the group will be included on unlawful group list, according to U Kyaw Wan Sein.

UPWC’s vice-chairman Union minister U Aung Min already announced to media groups that inking NCA will take place in October.

The NSCN-K is an ethnic armed group that already signed a preliminary state-level ceasefire agreement with the government on April 9, 2012.
