RCSS Calls for a Federal Democratic Union Aligned with Global Political Trends

The Restoration Council of Shan State/Shan State Army (RCSS/SSA) has stated that Myanmar must establish a federal democratic union that aligns with current global political developments.  

In a message marking Shan National Day on February 7, General Yawd Serk, Chairman of the RCSS, emphasized the importance of resolving political issues through dialogue and negotiations.  

“Our policy in the RCSS is to resolve political conflicts through discussions. We are always open to meeting and negotiating with all organizations. In the future, Shan State must be built as a union of all Shan ethnic groups, and the Union of Myanmar must also be established as a federal democratic union that reflects the current global political landscape,” said General Yawd Serk.  

He pointed out that the country has reached 77 years since the founding of the Union, yet internal conflicts have persisted due to a lack of trust, failure to implement the Panglong Agreement, and an inability to resolve disputes through negotiations.  

To address these challenges, he stressed the need for the government and all organizations to collectively implement the agreements outlined in the Panglong Agreement.  

Following the military coup on February 1, 2021, intense clashes have erupted not only in border regions but also in central Myanmar.  

Currently, both the National Unity Government (NUG) and the Military Junta claim they aim to establish a federal democratic union, while ethnic armed organizations (EAOs) have proposed various models, including a federal democratic union and a confederation.
