Five out of Eight Basic Federal Guidelines for Union Accord-3 yet to be agreed

Eight topics concerning federal guidelines proposed for the Union Accord -3 of the fourth 21st Century Panglong Union Conference are not yet agreed upon.

The Union Accord is composed of three parts. Part 1 is the framework agreement for implementation of the NCA. Part 2 is the steps for implementing the peace process after 2020. Part 3 pertains to democracy and basic principles for the federal system, according to the Nai Aung Magay, a spokesperson for the NCA Implementation Coordinating Team of NCA-S EAO.

“Unit 3 of the Union Accord-3 has eight topics of basic federal guidelines. 5 remaining recommendations are to be discussed with the government team. However, the PPST conference is not finished, so discussion will continue into the JICM pre-conference and the results will be reported to the PPST leader on 12 August ,” said Nai Aung Magay

A Joint Implementation Coordination Meeting (JICM) preliminary meeting was held at the National Reconciliation and Peace Centre (NRPC) in Nay Pyi Taw on 10 August.

“Today’s meeting is important in the peace process …. I want to urge preparations for JICM’s meeting to be performed well, for the discussion meeting.” said Colonel Sai Ngin, Implementation leader of the ethnic armed organizations who signed the National Ceasefire Agreement (NCA-S EAO).

This JICM preliminary meeting involved coordinating groups addressing aspects of the Union Accord-3. These meetings will run from August 9th to the 11th, in preparation for the 4rth sitting of the 21st Century Panglong Union Conference.

Representatives of the Government at the meeting included the NRPC Vice-Chairman U Tun Tun Oo (Attorney-General of the Union), Lt-Gen Yar Pyae, Pyithu Hluttaw representative U Pyone Cho (a) U Htay Win Aung, and Colonel Sai Ngin, Implementation leader of the ethnic armed organizations who signed the National Ceasefire Agreement (NCA-S EAO)..

The 21st Century Panglong will be held on August 19. The Government, the Tatmadaw, Hluttaw, Ethnic army groups and political parties have a total of 230 people who will attend, and the meeting is expected to conclude with the signing of the federal Union Accord-3 agreement.
