The third Mon State Federal Council (MSFC) Conference Chairperson, Nai Kao Rot, has called for the establishment of a revolutionary government in the Mon region that could serve as an effective alternative to the current failed system. He stressed the importance of early preparation by resistance forces inside the Mon region for forming such a government.

He emphasized that a Mon revolutionary government should be composed of three key branches—legislative, judicial, and executive—alongside public services, security, and defense structures.
“Our rights aren’t to be granted by others or created by divine forces—we must build them ourselves,” said Nai Kao Rot.
He also reiterated that the military junta’s planned election, based on the now-defunct 2008 Constitution, which was effectively dissolved during the coup, is a hollow and meaningless attempt to legitimize military rule.
According to him, Mon State, which currently consists of 10 townships, risks losing control of these territories unless resistance forces act collectively and effectively in political, military, and territorial influence. He emphasized the need for unity among all Mon resistance groups to prevent the loss of Mon territories.
The MSFC conference chair further outlined that the future Federal Democratic Union of Myanmar should be built on a bottom-up federalism model, where all federal units voluntarily pursue a “coming together” approach based on mutual agreement.
Speaking at the conference, Min Ko Naing of the 88 Generation Peace and Open Society emphasized the need to prepare political guarantees in advance to ensure a better future while jointly fighting against their common enemy—the military junta.
“Some people may not understand the terminology, but the desire to quickly dismantle fascism is genuine. At the same time, political forces also have legitimate strategic considerations. We understand that. That’s why we must simultaneously prepare for the future while dealing with the current crisis,” he said. “Let this be a message of unity and hope: if we stand together, we can truly win.”
The third MSFC Conference is ongoing, and is pursuing collaborative political and military strategies to advance the revolutionary movement.
