Hluttaw reps not involved in discussion much, says Hluttaw Speaker

Some Hluttaw representatives did not want to give much discussion of whether to support or give advice on certain topics when other representatives brought up respective topics for discussions at Mon State’s 3rd Regular Hluttaw Session of conference, according to Mon State Hluttaw Speaker Daw Tin Ei.

The Hluttaw [parliament] conference took place for five days, and Daw Tin Ei’s came on Monday, October 10, the fifth day of the conference.

“I saw that only a few of the Hluttaw representatives listed their names to discuss the proposed topics. I find out that besides the representative[s] who proposed the topic and supported it, only one minister serving at a government department listed his name,” said Daw Tin Ei.

Daw Tin continued that since the number of representatives involved in discussions was very few, not many points of view and analyses for the discussion were given. But if every representative participated in the discussions, based on the results, the proposed topics would be approved or recorded.

At the five-day Hluttaw conference, 26 questions were asked, 7 topics proposed and 7 of them approved. On the fourth day of the conference, the Hluttaw also approved the proposal brought up by U Htun Min Aung, Paung Township Constituency No. 1: “Instead of building high standard government guesthouse and advocate general office, [priorities] should be changed to the projects that benefit the public.”

“One person submitted the proposal, but only two persons discussed it,” added U Aung Kyaw Thu, Thaton Township Constituency No.2. “So, the result is only from those points of view. But if there are five and six persons [who] discussed, there would be more and different points of view.”

U Aung Kyaw Thu also said that it’s necessary to have more representatives participating in discussions so that there would be more issues and ideas. Hluttaw would have to think more for the results, and it would be much clearer, if other Hluttaw representatives were involved in the discussions, and for voting whether the proposal would benefit the public.

Current Mon State Hluttaw has 31 representatives, comprised of: 19 representatives from National League for Democracy (NLD); 2 from Mon National Party (MNP); 1 from All Mon Regions Democracy Party (AMDP); 1 from Union Solidarity and Development Party (USDP); and 8 from Tatmadaw.
