Solidarity amongst ethnic armed groups in NCA inking, affirms NMSP Chairman Nai Htaw Mon

Reported by Chit Min Htun, Due to the government’s current inability to recognize certain groups

that need to sign the nationwide ceasefire agreement (NCA), ethnic armed groups remain solid in ensuring that all groups participate in the NCA inking.

The NMSP Chairman Nai Htaw Mon articulated the above at Wednesday’s high-level meeting by the President U Thein Sein, government ministers and top ethnic armed group leaders held at the Myanmar International Convention Center (2), Nay Pyi Taw.

“There is no plan for ethnic armed groups to waiver from the fact that all ethnic armed groups should be involved in NCA inking. The government side should sympathize with this. This is because it is not good for the omitted groups if they cannot join the NCA inking. I would like to push for implementation on this matter based on the opportunities that arose from this meeting,” said Nai Htaw Mon.

Out of all the ethnic armed groups participating in the NCA inking, the government side won’t accept Myanmar National Democracy Alliance Army – Kokang Group (MNDAA), Arakan Army (AA), Ta’ang National Liberation Army (TNLA), Lahu Democratic Union (LDU), Wa National Organization (WNO), and Arakan National Council (ANC).

“Only if all [ethnic armed groups] participate [in NCA inking], can complete union and peace be implemented for the people of Burma. So, instead of approaching individual groups, it should be negotiated by including all groups,” said Gen. N’Ban La, Vice-chairman of Kachin Independent Organization (KIO).

However, according to Padoh Saw Kwe Htoo Win, an agreement was reached between the ethnic armed group top leaders and government senior representatives that the WNO, LDU and ANC will be allowed to participate in political discourse, while the government will talk with MNDAA separately.

In addition, the government side agreed that the AA and the TNLA will be allowed to take part in political talks, although the two groups won’t be accepted in signing the NCA.

In August, representatives from both government and ethnic armed groups convened and came to an agreement for final of the NCA Text. However, one point remains a barrier. No agreement was reached for the recognition of the ethnic armed groups participating in signing the NCA.
