NMSP Agrees Ceasefire Agreement With Central Government

Min Thu Ta – The representatives from the main Mon armed group, New Mon State Party (NMSP) and the union level government representatives sign ceasefire agreement today with four main point and other additional ten points, confirmed by Nai Tala Nyi, a NMSP representative.

“We agree on the main four points and other relevant ten points. They are altogether fourteen points. We signed the agreement with union level government representatives”, said Nai Tala Nyi to IMNA.

This ceasefire agreement is signed from the following preliminary agreement between the two parties on 1st February. The agreement is just for ceasefire and the relevant points are the follow-up area development.

Four main points agreements are: to cease armed fighting between the Burmese Army and Mon National Liberation Army (MNLA) in all areas; to initiate the political dialogue within 45 days after ceasefire agreement; to have cooperation between the NMSP and the government to stability and peace in Mon areas, and to implement various development projects – education, health and social development.; and other ten points.

In the relevant ten points agreement, it generally agrees that NMSP has opportunities for meeting with Mon people, Mon Buddhist community, Mon political parties, and the news media independently and without any condition. And, the NMSP will release all information to the people regarding to progress of political dialogue.

They also agrees that NMSP will coordinate with the government for meeting with foreign diplomats, agree no new militarization or military deployment during ceasefire agreement in Mon areas, to release NMSP members in prisons, to coordinate in criminal transfers, to stop using forced labour except voluntary labour, agree on solving land issues of the Mon people and finally to eradicate drugs in Mon areas.

In NMSP’s representatives, which is called ‘Peace Implementation Group’ is led by Vice-President Nai Rot Sa, and other representatives are Lt. Gen. Layi Gakao, Nai Tala Nyi, Nai Banya Leal, Col. Banya Chan Non, and Col. San Aye and Nai Aie Ka.

In the union representative, the group is led by Railway Minister, U Aung Min, and other representatives are Industry Minister U Soe Thein, No. 1 Electrical Minister U Zaw Min, Forestry Minister U Win Tun, Deputy Minister of Border Affairs U Zaw Win, Chief Commander from Southeast Command, Gen. Tin Maung Win and Mon State Chief Minister, U Ohn Myint.

A former retired Mon commander, Brigadier, Nai Kao Rot, who involved in 1995 ceasefire agreement with Khin Nyunt’s intelligent group said, “I think it is better agreement if compared with previous military junta in 1995 because it has exact time-frame for a political dialogue”.

During 1995 ceasefire agreement, there was no point for political dialogue and NMSP had been blocked to solve the political demands by means of politics.

The 1995 ceasefire agreement was abolished on September 1, 2010, after the NMSP was pressured to transform its armed faction, MNLA, to be border guard force or militia force. Then, the ceasefire talks are resumed with new President Thein Sein’s government in late 2011.
